Ketamine to be re-classified
Ketamine is a general anaesthetic used for medical and veterinary purposes and the government is acting on a recommendation from the Expert Advisory Committee on Drugs to classify it. Drug Foundation executive director Ross Bell says while only a small number of people use it illegally, it can be harmful. He says evidence show it is not an addictive drug but it is habit-forming and people can build up a tolerance to it. Bell says the classification will have a small, but positive effect. There will be even tighter controls around the storage of the drug and increased penalties for its importation, possession, manufacture, or supply for illicit purposes. Associate Minister of Health Jim Anderton will still be able to be used as a prescription-only medicine by vets and doctors, but they would need to keep it in an "approved" locked metal or concrete cupboard or compartment.

America needs to invest more financial resources to help address a looming shortage of college graduates needed for the high-tech economy of tomorrow. Or do we? Arizona Governor Janet Napolitano, current chair of the National Governor's Association, used her 2008 State of the State address to call for doubling the number of college graduates in Arizona by 2020. Napolitano proposed paying the tuition for students who graduate high school with a B average to accomplish this goal. “We must recognize that higher education is something that all Arizona children will need to succeed," stated Governor Napolitano. In the Carnegie Foundation's publication Change, Paul Barton wrote that the notion that the U.S. has a dire need for an ever increasing number of college graduates is a myth.

MIAMI, Nov. 30 (UPI) -- Four men were arrested Friday in the fatal shooting of Washington Redskins safety Sean Taylor and a police official said they would be charged with murder. Taylor was shot early Monday in the bedroom of his Palmetto Bay, Fla., home. The bullet struck Taylor in the groin, severing his femoral artery and causing a massive loss of blood. He died early Tuesday in a Miami hospital. Robert Parker, director of the Miami-Dade County Police Department, named those arrested as Venjah Hunte, Jason Mitchell, Charles Wardlow and Eric Rivera Jr. They were between the ages of 17 and 20. "We had pretty conclusive tips of information as to who the involved parties were," Parker said. "Who cares what they went there to do. They're re going to be charged with murder." Taylor was the fifth overall pick of the 2004 NFL Draft and he made the Pro Bowl for the first time last season.
Burger King to open Curacao location
Burger King said Thursday it will open its first restaurant in the Caribbean island of Curacao during the first half of 2008. The Miami-based company said it has awarded development rights in the island to franchisee JDA Foods B.V. Burger King said its first restaurant will be located in Willemstad and will include a drive-thru and a playground. The company said JDA Foods plans to open an unspecified number of additional restaurants in the next five years. .

Wizards' forward Butler has labral tear in hip, return uncertain: It raised a few eyebrows when Caron Butler was listed as day-to-day for nearly a month. Now the Washington Wizards have discovered the reason. A re-examination of the All-Star forward's hip revealed a small labral tear of the left joint. Butler will be re-examined next week, and the injury might require surgery. Butler has missed the past 10 games with what was originally diagnosed as a strained hip flexor. He did not accompany the Wizards on the road trip that ends tonight at Chicago. .
Researchers map China’s underground cybercrime economy
Researchers from Peking University in Beijing and the University of Mannheim in Germany released a paper this week that aims to map the underground cybercrime economy in China. The paper concludes that 1.49 percent of the 145,000 most popular sites in China "contain some kind of malicious content." While the Internet boom in China is impressive, the researchers note that "there is also the other side of the coin: targeting the virtual assets owned by the normal Chinese Internet users, malicious attackers, so called blackhats, discover the Web as a new venue for making money by exploiting innocent users." The researchers outline the most common attack: A common theme is to inject malicious code into a bought or cracked website. The injected code exploits an unpatched client-side vulnerability within the visiting web-browser or related application.

Billable-hours choice eases rate pressure
It ended up paying a price in recruiting, Cosgrove said. Before the most recent raise went into effect on Sept. 1, the firm polled associates and partners on some new approaches. When it offered a choice of hours to third-years, the class of 2005, three of the nine associates chose to work 2,000 hours, Cosgrove said. Realistically, these lawyers likely will bill more than 2,100 hours, making the difference between the lower tier and higher tier significant, he added. First-year associates still do not have a billable-hour requirement. Second-years are expected to bill at least 1,850 hours, which means about 37 hours a week, assuming a 50-week work year. To bill 37 hours a week, lawyers generally have to work about 47 to 50 hours. BRIEFLY: James Henry, a former Cook County Circuit Court judge, joins Meckler Bulger & Tilson as "of counsel." Henry, 56, who retired from the bench in October, will focus on pretrial remedies such as mediation and arbitration.
